Those designers are working under the supervision of the shoe manufacturers. All they need to do is create simple or complicated designs. After they have done those things, the manufacturers will check of those paintings would really look good on shoes.

Once approved, the designers could start painting their ideas on the blank shoes. However, there are some manufacturers who utilize machines.
